This is the junction of the shoreline trail and the dry canyon trail, just east of the stairs. Massive amounts of water have come down. My guess is someone broke the pipe. Every single retention pond in the neighborhood below was filled to the top this morning.

If you opt out of taking the stairs and instead turn at the switchback before, the trench makes it unridable getting across: couple of feet deep and ride.

The past couple mornings have been great riding weather. So apparently you are getting in some stealth rides as well.
The storm Sunday evening could have produced that flow.
That's what happens when you build illegal trails.
